Start your pet’s move to Germany with the vaccination record and your own travel plans, not with an airline ticket. A valid rabies vaccination is only part of the paperwork. The microchip sequence matters, and whether you travel with your pet changes the certificate your veterinarian needs to prepare.
This guide is for dogs and cats moving from the United States to Germany. A pet arriving at Frankfurt and a pet continuing through Frankfurt to another country do not necessarily follow the same entry process. Tell us the final destination as well as the airport on the proposed flight.
Decide how you and your pet will travel
There are two separate decisions: how the airline carries your pet, and how the movement is classified for animal-health paperwork. A pet flying as manifest cargo is not automatically a sale or a change of ownership. Equally, calling a move “personal” does not by itself qualify it for non-commercial paperwork.
USDA’s Germany requirements distinguish non-commercial and commercial certificates using the number of animals, ownership, and the owner’s or designated person’s travel arrangements. Give your veterinarian the actual itinerary, including who accompanies the pet and when the owner travels. Do not choose a certificate simply because it has a longer preparation window.
The European Commission’s pet-travel guidance allows different flights to qualify as non-commercial when the owner travels within five days before or after the pet and a person authorized in writing accompanies and takes responsibility for the animal during the movement. For ordinary non-commercial travel, the limit is five pets with no sale or ownership transfer; larger event groups have a specific exception.
Carry the signed non-commercial declaration and any written authorization with the certificate. If the pet travels before you, EC guidance permits the arrangement under those conditions, but USDA’s summary does not clearly describe it. Confirm the certificate type with your accredited veterinarian before booking.

Carrier acceptance is a separate operational consideration, not a rule that every different-flight movement is legally commercial. Resolve the document path before reserving the final veterinary appointment.
Check the microchip before the rabies record
Germany follows the EU microchip and rabies requirements. Your pet needs a working microchip before the rabies vaccination used for travel. The veterinarian must scan it before vaccinating. An ISO-compliant chip is the straightforward option; a working non-ISO chip needs a compatible scanner or a second ISO-compliant chip, with both numbers recorded.
A rabies vaccination given before the chip was implanted does not count for this purpose. The same problem arises when the chip was not scanned before vaccination. Bring the complete record rather than only the latest vaccination sticker.
Your pet must be at least 12 weeks old for the rabies vaccination. After a primary rabies vaccination, the wait is at least 21 days, or the manufacturer’s longer immunity period. A vaccination after a lapse in coverage counts as primary again. USDA also treats a US primary vaccination as valid for one year even when the vaccine is labeled for three years. A timely booster can have a longer validity period, but the earlier certificates must demonstrate uninterrupted coverage.
US-origin pets normally do not need a rabies antibody test for this move. A stay or transit through an unlisted country can change the assessment, so disclose the full routing and travel history.
Before booking, also check breed eligibility. Germany’s federal import law generally prohibits Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, Bull Terrier, and their crosses. State rules can add restrictions, and legal exceptions need their own assessment. A vaccination record does not establish that a restricted dog can enter.
These details can change the earliest possible departure or whether the move is possible. If the vaccination sequence is wrong, a health certificate appointment cannot make the waiting period disappear.
Schedule the certificate and original paperwork
Use a USDA-accredited veterinarian for the export certificate. Your regular clinic may offer this service, but an ordinary wellness examination is not the same appointment.
The EU non-commercial certificate’s entry-validity note allows 10 days from issue by the official veterinarian, or from competent-authority endorsement when issued by an authorized veterinarian, to the entry-point document and identity checks. Your accredited veterinarian and USDA must schedule the issue and endorsement accordingly. USDA endorsement must be completed before travel, within the 10-day window before EU arrival. An earlier clinic appointment does not remove that deadline.
For commercial movements, the inspection must take place within 48 hours before loading for dispatch from the US, and endorsement must occur within 48 hours after issue. Those are different clocks; do not apply the non-commercial schedule to a commercial shipment.
USDA permits the veterinarian’s electronic signature through the Veterinary Export Health Certification System, or VEHCS, for this route, but USDA must ink-sign and emboss the endorsed certificate. The original endorsed paper must accompany your pet. Allow for its return delivery, not just the time taken to upload the application.
Use the applicable current certificate from USDA, rather than a saved form from a previous move. The EU non-commercial form changed on October 1, 2026; the new commercial form becomes mandatory on October 17, 2026. A military veterinarian has a separate certification exception, so military households should use the military-veterinary instructions rather than assume the ordinary endorsement process applies unchanged.
Prepare the flight crate and arrival arrangements
For an airline cargo move, crate dimensions affect both acceptance and freight pricing. Measure your dog or cat standing naturally, then choose a crate that permits the required standing, turning, and resting space. Buying a smaller crate to lower the price can leave you with an unusable booking. Our crate-sizing guide explains the measurements to provide.
For a Lufthansa cargo move, we check the crate’s openings and fastening hardware as well as its size before tender. A missing bolt or unsuitable opening can mean refusal despite compliant veterinary documents. Send clear photos of the door, side openings, and assembled crate before departure day.
Include the pet’s breed, age, weight, and crate dimensions when requesting a route. A flight carrying passengers is not proof that its airline or aircraft will carry your particular pet. Passenger baggage and cargo also have different reservation and collection arrangements.

Enter through a German authorized entry point for document and identity checks. Agree on collection and onward transport; Frankfurt may be only the beginning of the ground journey. How much should you budget?
Budget $2,500–$3,500 for pet shipping services and freight from California to Germany.
Budget separately for the crate, veterinary examination and paperwork, USDA endorsement, document delivery where needed, arrival clearance, and collection or delivery beyond the airport. A larger crate, a different US departure point, boarding, multiple pets, or additional ground transport can change the total substantially.
Ask for a written breakdown showing the departure services, air freight, and destination services. A lower service-only number is not comparable with a quote that also includes freight and receiving arrangements. USDA endorsement is charged at USDA’s current rates.

Send these details:
- US starting city, final German destination, and travel window.
- Owner itinerary and who will accompany the pet.
- Species, breed, age, weight, standing measurements, and crate dimensions.
- Microchip and rabies records for the document review.
State whether your dates are flexible or arrival on a particular day is essential before document and flight arrangements are made.
