Need to move your pet to Taipei, Taiwan (TPE)?

Dogs and cats arriving in Taiwan from the United States other than Hawaii and Guam need a microchip, a rabies vaccination and a rabies antibody titer test, an import permit and quarantine reservation applied for at least 20 days before shipment, and a USDA-endorsed veterinary health certificate; on arrival the pet is held for 7 days of post-entry quarantine. Pets shipped from Hawaii or Guam follow a separate protocol.

Shipping a pet to Taipei

For pets arriving from the United States other than Hawaii and Guam, Taiwan’s requirements start before the flight: the pet must be at least 90 days old, implanted with a microchip and vaccinated against rabies, and it must pass a rabies antibody titer test; the importer must apply for an import permit and reserve post-entry quarantine space at least 20 days before shipment; and the health certificate must be issued by a USDA-accredited veterinarian and endorsed by USDA (APHIS: Pet Travel From the United States to Taiwan). On arrival the pet is detained for 7 days of post-entry quarantine (APHIS: Pet Travel From the United States to Taiwan).

Pets shipped from Hawaii or Guam follow a separate APHIS protocol: the same age, microchip and rabies vaccination requirements apply, the importer applies for the import permit and quarantine reservation on the same 20-day timeline, and the same arrival inspection and document rules apply, but the titer test is not part of that protocol. APHIS notes that the import permit must reflect accurate information about the pet (for example the correct gender), and that the veterinary health certificate and the import permit must match before the certificate is issued and endorsed. A narrower re-import case covers pets returning to Taiwan less than 6 months after being exported from Taiwan to Hawaii; it is not covered here, see the APHIS page (APHIS: Pet Travel From the United States to Taiwan).

Microchip

Required before import.

Rabies vaccination

Rabies titer test

Applies to pets arriving from the United States other than Hawaii and Guam.

  • Blood must be sampled not less than 90 days and not more than 1 year before shipment, and the neutralization antibody titration test must show a titer of at least 0.5 IU/ml of rabies antibodies (APHIS: Pet Travel From the United States to Taiwan).
  • The test must be carried out in a rabies reference laboratory of the World Organization for Animal Health (WOAH) or a laboratory designated by the Animal and Plant Health Inspection Agency (APHIA) of Taiwan. APHIS names four designated laboratories in the United States, all running the FAVN test: Kansas State Rabies Laboratory; the Department of Defense Laboratory, Veterinary Food Analysis and Diagnostic Laboratory, Texas; Auburn University, College of Veterinary Medicine, Department of Pathobiology, Virology Laboratory; and the University of Missouri Veterinary Medical Diagnostic Laboratory (APHIS: Pet Travel From the United States to Taiwan).

Import permit and post-entry quarantine

  • In both protocols the importer must apply for an import permit and reserve post-entry quarantine space with the animal quarantine authority at the port of entry at least 20 days before shipment, submitting the veterinarian-issued rabies vaccination certificate and the importer’s civil identification card; if the importer is not a resident registered in Taiwan, other personal identification documents such as a passport are provided, and a guide dog for the visually impaired needs its guide dog certification available. For pets arriving from the United States other than Hawaii and Guam, the rabies antibody titer test results showing a titer of at least 0.5 IU/mL must also be submitted (APHIS: Pet Travel From the United States to Taiwan).
  • On arrival at the port of entry, the importer applies to a branch of APHIA for quarantine inspection and submits the import permit, the original veterinary certificate issued by a USDA-accredited veterinarian and endorsed by USDA APHIS Veterinary Services, and the bill of lading or customs declaration form. Importing a dog or cat without an original veterinary certificate in compliance with these requirements shall be refused entry, or destroyed (APHIS: Pet Travel From the United States to Taiwan).
  • For pets arriving from the United States other than Hawaii and Guam, APHIA detains the dog or cat at the designated post-entry quarantine location for 7 days during the quarantine inspection. While detained, the pet’s blood is sampled and tested again for rabies antibody; if the level is under 0.5 IU/mL, the pet is revaccinated with an inactivated rabies vaccine (APHIS: Pet Travel From the United States to Taiwan).

Health certificate

  • USDA-accredited veterinarians can issue the health certificate electronically through VEHCS, and electronic signature is accepted from the veterinarian, but USDA must ink-sign and emboss the certificate; the endorsed original must accompany the pet during shipment or travel (APHIS: Pet Travel From the United States to Taiwan).
  • Taiwan will not accept health certificates generated on State health certificate forms; the health certificate APHIS provides for Taiwan is required (APHIS: Pet Travel From the United States to Taiwan).

Entry rules change without notice.

Airport Information

Dogs and cats arrive at a port of entry where the animal quarantine authority, Taiwan’s Animal and Plant Health Inspection Agency (APHIA), has a branch: the importer applies for the import permit and reserves quarantine space with that authority at the port of entry before shipment and applies to its branch for quarantine inspection on arrival (APHIS: Pet Travel From the United States to Taiwan). The airport listed for Taipei on this page is Taiwan Taoyuan International Airport (TPE), at Dayuan District, Taoyuan City; its official site is taoyuan-airport.com. APHIS points to the APHIA website for additional information.
