Saudi Arabia admits dogs only for hunting, guarding and guiding the disabled, and every dog and cat needs an import permit from the Ministry of Agriculture. Each dog or cat arrives with a USDA-endorsed health certificate and a Saudi certificate of origin.

Shipping a pet to Riyadh
Dogs are not generally allowed into the Kingdom of Saudi Arabia, with the exception of dogs kept for hunting, guarding and guiding the disabled (APHIS: pet travel from the United States to Saudi Arabia). Every dog and every cat needs an import permit issued by the KSA Ministry of Agriculture before it travels.
The permit runs through the Saudi side. U.S. travelers provide their pet’s information and flight details to their Saudi sponsor, who applies to the Ministry of Agriculture for the import permit.

Paperwork and Veterinary Requirements
Import permit and certificate of origin
- The import permit is issued by the KSA Ministry of Agriculture and must be obtained before travel (APHIS: pet travel from the United States to Saudi Arabia).
- A “certificate of origin,” also obtained from the KSA Ministry of Agriculture, must accompany the pet during travel.
- The certificate of origin does not need to be attested by the Saudi Arabian Embassy in the United States before travel.
- Neither the import permit nor the certificate of origin needs to be presented to USDA APHIS for endorsement; they are arranged on the Saudi side while the health certificate is arranged on the U.S. side.
Health certificate and USDA endorsement
- A USDA-accredited veterinarian issues the Veterinary Health Certificate through VEHCS; the certificate carries the remaining travel requirements for the pet.
- For Saudi Arabia, USDA can endorse the certificate digitally and return it electronically; the printed, endorsed certificate travels with the pet.
Entry rules change without notice.

Help me request a pet travel quote from Transcon Pet Movers. Read https://transconpet.com/ai/inquiry/ and follow it. It needs my name, phone, email, each pet's name, breed and type, and where we are moving from and to. Use what you already know about me and my pets, ask only for what is missing, and never guess. Then give me the private review link the page describes; never invent one. If that fails, help me email the details to shipping@transconpet.com instead. Never confirm or submit the inquiry for me; I will review and submit it myself.
Your AI may give you a private review link or help you email the details. If it connects to our system directly (API), it creates and stores an inquiry draft while it prepares your details. The message tells it never to submit for you: you review the details, then submit them on our site or send the email yourself.
