United States dog import requirements

Federal rules decide whether a dog may enter the United States, and the U.S. Centers for Disease Control and Prevention (CDC) is the primary authority for dog imports (CDC dog importation). The requirements that apply depend on where the dog was vaccinated against rabies and on the countries the dog has been in during the 6 months before arrival.

A dog that in the 6 months before entering the United States has been only in countries CDC considers free of dog rabies or low-risk for dog rabies needs a receipt from the completed CDC Dog Import Form and must meet CDC’s age, health, and microchip requirements on arrival; dogs on this route may enter through any U.S. airport, seaport, or land border crossing (entry requirements for dogs from low-risk countries).

A dog that was vaccinated outside the United States and has been in a country CDC classifies as high-risk for dog rabies within the 6 months before arrival must meet several requirements. They include a receipt from the completed CDC Dog Import Form; a Certification of Foreign Rabies Vaccination and Microchip form completed by a veterinarian and endorsed by an official government veterinarian in the country of departure; a reservation at a CDC-registered animal care facility, which must include a 28-day quarantine if the dog has no valid rabies titer (serology) report from a CDC-approved laboratory; a microchip implanted before the rabies vaccination and readable with a universal scanner; appearing healthy on arrival; being at least 6 months old on arrival; and documents and written statements in English or with a certified English translation. The itinerary must arrive at the U.S. airport where the reserved facility is located, and domestic flights or other travel to other U.S. locations are not allowed until the dog has received the required services at that facility (requirements for dogs vaccinated outside the United States).

A dog vaccinated in the United States that has been in a high-risk country for dog rabies within the 6 months before arrival follows a different route: a receipt from the completed CDC Dog Import Form and a Certification of U.S.-issued Rabies Vaccination completed by a USDA-accredited veterinarian and endorsed by USDA before the dog leaves the United States (requirements for U.S.-vaccinated dogs).

A dog that has been in a high-risk country for dog rabies within the 6 months before arrival and has not been vaccinated against rabies cannot enter the United States (CDC dog importation).

If you are not sure which requirements apply, CDC’s Dog Importation Navigator walks through the questions. This section is a summary of the federal rules, not a complete list; the CDC pages linked above are the authority.

CDC and USDA Animal and Plant Health Inspection Service (APHIS) Veterinary Services regulate different aspects of dog imports into the United States, and APHIS Veterinary Services has requirements only for dogs coming from countries affected by foot-and-mouth disease or screwworm (APHIS requirements for bringing a pet dog into the United States). The U.S. state your pet enters or travels to may also have its own import requirements.

United States cat and other pet import requirements

CDC regulates the importation of animals capable of carrying diseases that can be transmitted to humans, has importation requirements for cats as well as dogs, and subjects CDC-regulated animals to inspection at ports of entry (CDC animal importation). CDC requires that cats appear healthy upon arrival; a cat with evidence of a zoonotic disease may be denied entry, and a cat that appears ill might require further examination by a licensed veterinarian at the owner’s expense before it is allowed in.

Cats are not required to have proof of rabies vaccination for importation into the United States, and CDC recommends that all cats be vaccinated against rabies. CDC does not require general certificates of health for pets for entry, but health certificates may be required for entry into some states or by airlines. All cats arriving in the state of Hawaii and the territory of Guam, even from the U.S. mainland, are subject to locally imposed quarantine requirements. APHIS Veterinary Services does not have any animal health requirements related to bringing a pet cat into the United States from a foreign country, and domestic movement requirements are set by the receiving state or territory (APHIS cat import requirements).

Other animals are handled species by species. APHIS publishes separate pet import pages for ferrets, birds, rabbits, rodents, reptiles, amphibians, and hedgehogs and tenrecs, and notes that a pet bird or exotic animal may require working with the U.S. Fish and Wildlife Service and CDC as well, that not all birds qualify for pet travel, and that not all states or territories allow ferrets (APHIS pet import requirements). CDC limits imports of small turtles, tortoises, and terrapins and their eggs if the eggs are capable of hatching (viable): animals with a shell (carapace) length of less than 4 inches and viable eggs may not be imported for any commercial purpose, and one person may import as many as six small turtles, tortoises, or terrapins, or six viable eggs, or any combination totaling six or fewer, for noncommercial purposes. The U.S. Fish and Wildlife Service also regulates the importation of reptiles. CDC admits nonhuman primates only for scientific, exhibition, or educational purposes and never as pets, prohibits African rodents except with written CDC permission for scientific, exhibition, or educational purposes, and requires permits for animals such as bats, insects, and snails, which are not granted to import bats as pets (CDC animal importation). A personal pet that is exotic rather than a dog or cat probably needs a permit if it is listed under CITES (U.S. Fish and Wildlife Service personal-pet permit).
